Animal shelters in Los Angeles are beginning to fill again as businesses reopen and people return to workplaces and schools, and the problem is most acute in low-income areas, says Allison Cardona, deputy director of Los Angeles County Animal Care and Control. Animals surrendered to shelters are not defective and “were just a problem for somebody for some reason and they ended up in the shelter for something that wasn’t really their fault,” said Chloe Esperiquette, development coordinator at Wags and Walks adoption center.
